The objective of the national multiannual micro-industrialization Program is supporting the investments in the priority economic sectors set out by this procedure and increasing the activity volume and the competitiveness of the small and medium-size companies in these sectors.
This procedure establishes a transparent scheme of de minimis aid.
The scheme applies throughout Romania, in all 8 development regions.

Eligible beneficiaries
The commercial companies (micro-companies, small and medium-size companies) having
- at least 2 years from the incorporation with the Trade Registry on the date of filling in the investments plan online,
- the object of activity on which they ask funding is eligible within the Program, and
- no debts to the consolidated general budget and local budgets, for the registered office, as well as for all business facilities

can benefit of the provisions of the Program.
Mainly, the companies unfolding production activities will receive the funding.

Eligible expenses
The funding subject matter must be included in one or several of the next eligible categories:
a) Technological equipment, machines, plant and work plant, including their corresponding software, required for unfolding the activities for which the funding was requested, except for mechanic, electric, electronic gambling devices, pool tables, music instruments and automated devices;
b) Measurement, control, adjustment devices and plant, barcode scanners, electronic scales with / without printer for labeling, electronic cash registers;
c) Merchandise means of transportation (utility vehicles included in the N1, N2, and N3 categories, except for the four-wheel drive vehicles G symbol, according to the Order of the Minister of Public Works, Transportation and Housing no. 211/2003, with the subsequent modifications and completions); 
d) Investments in intangible assets concerning the invention patents, product and service trademarks (franchises – submit the proof of registering the franchiser trademark with the competent body in Romania or the country of origin, with the sworn translation into Romanian – ecologic labeling, licenses), software for online trade, software required for unfolding the activity for which the funding is requested;
e) Computer equipment (PC type, made up of system unit, server, display, printer / Xerox machine / multifunction printer, including the handheld systems, licenses required for unfolding the activity, audio/video systems, etc.); It is forbidden to purchase more IT equipment than the total number of employees after having implement the investment with a non-reimbursable component.  
g) Purchasing the goods provisioned in subgroups 3.1 Furniture, 3.2 Office devices, and 3.3 Systems for protecting the staff and devices, according to the Government Decision no.  2139/ 2004 for approving the Catalog on including in categories and regular operation terms of the assets, with the subsequent completions and modifications; 
h) Making a website (It will be made in Romanian and at least one world language) for presenting the activity of the applicant and the promoted goods or services (including the domain registration expenses, hosting excluded), for the economic entities that do not have another website. It must be functional on the date of submitting the AFN issue request, up to the maximum amount of 10,000 Lei;
i) Purchasing specific installations / equipment aiming at obtaining energy savings, as well as systems that se renewable energy sources (The renewable energy source is defined according to Law no. 220/ 2008 for setting out the system of promoting the energy from renewable sources, with the subsequent modifications and completions.) for rendering efficient the activities for which the funding was requested;
j) Professional training courses or professional training courses on the job for the new employees of the applicant company. The course must be organized by an acknowledged professional training body, up to the maximum limit of 6,000 Lei / employee or 2,500 Lei / employee for the professional training on the job. The eligible suppliers of training services within the Program can be only organizations supplying training, which are authorized and which will submit substantiation documents on the qualification of the persons that deliver training in that area;
k)  Online promotion of the commercial company’s activities, drafting and producing printing materials for promoting the company’s activities, as hard copy and on electronic medium, up to maximum 15% of the value of the eligible expenses, less the promotion and consultancy.
l) Consultancy for drafting the documentation aiming to obtain the funding within this program and implementing the project (no more than 5% of the eligible / settled value of the project, less the consultancy). When applying that percentage, the consultancy expenses will be disregarded. The eligible consultancy service suppliers within the Program can be only authorized consultancy suppliers, whose authorized activity is one of those included in NACE code class 70.
m) certifying a quality / environment / occupational health and security / food safety management system, according to one of the next standards: SR-EN-ISO 9001:2008 (quality management systems); SR-EN-ISO 14001:2000 (environment management systems); SR-EN-ISO 22000:2005 (food safety management); OHSAS 18001:2008 (occupational health and security management);
n) certifying an integrated quality management system (e.g. quality / environment; quality / food safety; quality / occupational health and security; quality / environment / food safety; quality / environment / occupational health and security).  
(2) For the activities of implementing and certifying the integrated management systems, with the aim to implement and certify the quality / environment / occupational health and security / food safety management systems, the next service categories will receive funding:
a)      training courses for the staff involved in activities connected to quality / environment / occupational health and security / food safety (internal auditor);
b)      consultancy received with the aim to implement the quality / environment / occupational health and security / food safety management systems;
c)      certifying the quality / environment / occupational health and security / food safety management system; 
d)     certifying the integrated management system (e.g.: quality / environment, quality/HACCP, quality/ OHSAS, quality / environment /HACCP, quality / environment /OHSAS).
